A Romanian HGV (heavy goods vehicle) driver on international runs, known as pe comunitate, is reported to earn between 1,857 and 2,900 EUR a month, with gross or net not stated ( Cotidianul, 2026-04-09 ). The contract salary behind that figure is small: the minimum gross wage has been 4,325 lei since 2026-07-01, a rise of 6.8% from 4,050 lei ( Evz, 2026-03-12 ). The rest is diurna, the tax-free daily allowance for work travel. This guide to the Romania truck driver salary in 2026 (salariu sofer tir 2026) shows the arithmetic, the legal limits on diurna, and how the result compares with four neighbours: Poland, Bulgaria, Lithuania and Germany.

How much does a truck driver earn in Romania in 2026?

Reported net pay runs from about 2,700 lei a month at the contract minimum to roughly 3,000 EUR a month in job adverts, and the difference is almost entirely diurna. This post labels each figure as gross or net and as lei or EUR when the source says which, and marks it as unstated when the source does not, because most Romanian articles on the subject mix them without saying so.

The table below collects the figures that Romanian outlets repeat most often. None of them is payroll data, so treat each one as reported rather than measured.

Several of these outlets repeat the same upstream numbers, so five articles do not mean five confirmations. At 5.3495 lei per EUR (the National Bank of Romania, BNR, rate published 2026-10-23), the Playtech international range is about 1,680 to 2,240 EUR. That sits below Cotidianul's range and well below the adverts, which tells you the sources are measuring different contracts.

What is the minimum wage for a Romanian truck driver from July 2026?

The minimum gross wage is 4,325 lei a month from 2026-07-01 ( Evz, 2026-03-12 ). Evz does not name the decree, while Financiarul cites it as HG 146/2026, so treat that number as reported and not checked against the decree text. Eurostat converts it to 825 EUR for the second half of 2026, up from 795 EUR in the first half ( Eurostat earn_mw_cur, data extracted 2026-07 ).

Employee contributions on that wage are CAS (pension) at 25% and CASS (health) at 10%. By our arithmetic that is 1,081.25 lei plus 432.50 lei, or 1,513.75 lei, before income tax. Applying 10% income tax to the remainder gives about 2,530 lei net, with no personal deductions.

The press figure is higher: about 2,699 lei net, assuming a 200 lei non-taxable facility that Romanian reports say OUG 89/2025 reduced ( Evz, 2026-03-12 ). We could not reconcile the 169 lei gap with an official calculator, so this post uses 2,699 lei as the reported figure and later shows that the gap moves the final result by only about 32 EUR.

The 2027 minimum had not been set in the sources we reviewed as of 2026-10-24. Check the latest government decision before you plan around any 2027 number.

Why is most of a pe comunitate driver's net pay diurna?

Because the salary is small and the tax-free allowance is large. An employer can set the contract salary at or near 4,325 lei gross, then pay diurna for each day abroad up to a legal ceiling that carries no CAS, CASS, or income tax. In the worked example below, diurna makes up about 79% of the monthly total.

Financiarul (2026-09-03) argues that the 2,800 to 3,200 EUR net in adverts is mostly diurna rather than salary. We cite it only for that structural point, because the article contradicts itself on the minimum wage and on some legal attributions.

The numbers support the argument. A minimum-wage net salary of 2,699 lei is about 505 EUR at the BNR rate, against an advert promising 2,800 EUR or more. Diurna fills the gap.

There is a cost to this structure. Social contributions follow the 4,325 lei salary, not the roughly 12,997 lei that reaches the driver's account in our example, so pension rights track the smaller figure. Eurowag's pan-European review reports a higher per diem share of pay in Eastern markets and flags its own methodology as indicative only ( Eurowag, 2026-01-30 ).

How the tax-free diurna limit is calculated

The external limit has two parts, and the lower one applies. Codul Fiscal art. 76 alin. (2) lit. k) allows tax-free diurna of up to 2.5 times the legal diurna for travel abroad. It also caps the total at three base salaries, divided by working days and multiplied by days abroad ( Infotva, 2025-10-24 ).

The legal base for travel abroad comes from HG 518/1995 and depends on the destination tier. These limits follow Romanian accounting guidance and secondary reporting. We could not open the text of Codul Fiscal art. 76 or HG 518/1995, so confirm them with ANAF or your employer's accountant. For the 35 EUR tier (Germany, France, Italy, and Austria) the ceiling is 2.5 x 35 = 87.5 EUR per day. That figure is not universal. Switzerland uses a 38 EUR base (95 EUR ceiling), and Bulgaria, Croatia, and Serbia use 32 EUR (80 EUR ceiling), as laid out in our companion post on how the tax-free diurna limit works .

At the minimum wage the three-salary cap is 3 x 4,325 = 12,975 lei a month. A full 22-day month at 87.5 EUR gives 1,925 EUR, about 10,298 lei. That is below the cap, so the 2.5-times ceiling is the binding limit in this case.

Diurna paid above the ceiling is not tax-free. Romanian accounting guidance treats the excess as salary income, which brings in CAS at 25%, CASS at 10%, and income tax at 10%. Confirm the current treatment with your employer's accountant, since the exact handling depends on the contract.

What a domestic driver earns instead

Domestic diurna is far smaller. HG 714/2018 sets it at 23 lei per day, so the private-sector tax-free ceiling is 2.5 x 23 = 57.5 lei per day ( Infotva, 2025-10-24 ). HG 714/2018 is the domestic rule, not the external one.

Over 21 working days that is about 1,208 lei. An illustrative driver on a minimum-wage contract and domestic routes therefore nets about 3,907 lei (2,699 + 1,208), or roughly 730 EUR. The international ceiling of 87.5 EUR equals about 468 lei per day, around eight times the domestic allowance.

Market reports for domestic drivers are much higher, at 7,000 to 9,000 lei net ( Playtech, 2026 ). That suggests a base well above the minimum or bonuses on top, but the source does not break it down.

A worked example: base salary plus diurna equals monthly net

ℹ️

A driver on the minimum-wage contract who spends a full 22-day month in Germany nets about 12,997 lei, or about 2,430 EUR. This is an illustration built on our own arithmetic, not a quoted salary, and it uses the BNR rate of 5.3495 lei per EUR published on 2026-10-23.

In the worked 22-day example, about 10,298 of 12,997 lei net is tax-free diurna.

Three assumptions drive the result. The driver is abroad for all 22 working days in a 35 EUR-tier country. The employer pays the full tax-free ceiling every day, which many do not. The base salary is the legal minimum.

The result is not sensitive to the net-salary question. If you use our computed 2,530 lei instead of the reported 2,699 lei, the total falls to about 12,828 lei, or 2,398 EUR. The exchange rate matters slightly more: Eurostat's conversion implies about 5.24 lei per EUR (4,325 divided by 825). Because diurna is fixed in EUR, only the salary part changes, which would lift the total to about 2,440 EUR (1,925 + 2,699 / 5.24).

The example sits between Cotidianul's 1,857 to 2,900 EUR range and the advert figures of 2,800 to 3,200 EUR. A higher base salary or bonuses would explain the advert level, but the adverts do not show their arithmetic. For a driver, the practical check is simple: ask for the contract salary, the diurna rate per day, and the number of paid diurna days in writing.

Do Mobility Package posting rules raise pay for Romanian drivers abroad?

Only on a subset of the work. Posting rules under Directive (EU) 2020/1057 are generally described as applying to cabotage (carriage of domestic goods inside another EU member state by a foreign carrier) and cross-trade (carriage between two countries where neither is the carrier's home state), while bilateral and transit runs are generally treated as outside them. The Commission's Mobility Package I page links to the posting Q&A, but we did not verify the directive text, so check Article 1 on EUR-Lex before relying on this split.

Where a run counts as posting, the host country's minimum remuneration rules are expected to apply to that work, subject to the same check. The Commission's page confirms that the cabotage rules have applied since 2022-02-21 and that Regulation (EU) 2020/1054 has applied since 2020-08-20. For the full set of posting, cabotage, and return rules, see our guide to Mobility Package posting and return rules .

How much this lifts a Romanian driver's pay depends on the route mix. A driver who shuttles between Romania and Germany on bilateral runs is not posted. A driver who runs Poland to France as cross-trade is. None of the sources we reviewed quantifies the effect on Romanian driver earnings, and the reported ranges still describe the minimum-wage-plus-diurna model.

How does Romania compare with Poland, Bulgaria, and Lithuania?

Romania's statutory minimum is higher than Bulgaria's and lower than Poland's, Lithuania's, and Germany's. Eurostat puts the second-half 2026 figures at 620 EUR for Bulgaria, 825 EUR for Romania, 1,119 EUR for Poland, 1,153 EUR for Lithuania, and 2,343 EUR for Germany ( Eurostat earn_mw_cur, data extracted 2026-07 ).

The minimum wages are verified and comparable. The driver pay column is not: it mixes gross and net, adverts and surveys, and several rows rest on a single source. Use it as orientation only. For a wider view across countries, see our truck driver salary across Europe guide.

By our arithmetic from the Eurostat figures, Romania sits about 33% above Bulgaria, about 26% below Poland, about 28% below Lithuania, and about 65% below Germany. Poland's figure also fell from 1,139 EUR in the first half to 1,119 EUR in the second, while Romania's rose from 795 EUR to 825 EUR.

The comparison explains why Romanian carriers lean on diurna. A diurna-heavy driver's net pay in our example is nearly three times Romania's gross minimum wage (2,430 EUR against 825 EUR). The floor stays low, though, and the floor is what pensions are built on.

Frequently asked questions

How much does a Romanian truck driver earn per month?

Reported monthly income on international routes runs from about 1,857 to 2,900 EUR, and the source does not say whether that is gross or net ( Cotidianul, 2026-04-09 ), and our illustrative minimum-wage example gives about 2,430 EUR. Domestic drivers are reported at 7,000 to 9,000 lei net. About 79% of the international example is diurna.

How much is diurna for truck drivers in 2026?

The tax-free ceiling is 2.5 times the legal base for the destination tier. That is 87.5 EUR per day for the 35 EUR tier (Germany, France, Italy, and Austria), 95 EUR for Switzerland, and 80 EUR for Bulgaria, Croatia and Serbia. Domestic diurna is capped at 57.5 lei per day, and employers may pay less than the ceiling.

Is diurna taxable for truck drivers in Romania?

Diurna is tax-free up to the ceiling and the three-salary cap set out in Codul Fiscal art. 76 alin. (2) lit. k) ( Infotva, 2025-10-24 ). Romanian accounting guidance treats any excess as salary, with CAS, CASS, and income tax applying. Ask your employer's accountant how your contract is handled.

What is the minimum gross salary for a Romanian driver in 2026?

It is 4,325 lei a month from 2026-07-01, up from 4,050 lei ( Evz, 2026-03-12 ). Eurostat lists it as 825 EUR for the second half of 2026. The reported net is about 2,699 lei.

How much does a driver earn on domestic routes?

On a minimum-wage contract, our illustration gives about 3,907 lei net a month, made up of 2,699 lei salary and about 1,208 lei of diurna over 21 days. Market reports are higher, at 7,000 to 9,000 lei net ( Playtech, 2026 ). Those reports do not explain the difference.

Why do job adverts say 3,000 EUR when the contract says about 2,700 lei?

The advert counts everything that reaches the account, and the contract salary is only the taxed part. The 2,800 to 3,200 EUR quoted in adverts is mostly diurna ( Financiarul, 2026-09-03 ). Always ask for the salary, the diurna rate, and the number of paid days separately.

How does a Romanian driver's pay compare with a German driver's?

Germany's statutory minimum is 2,343 EUR a month gross for the second half of 2026, about 2.84 times Romania's 825 EUR (Eurostat, data extracted 2026-07). We do not use a German driver average here because the sources are not like-for-like. Our Germany driver pay guide covers it in detail.
