What is professional diesel and who can claim the refund?

Professional diesel is a refund of the special excise paid on diesel used by heavy road vehicles. FPS Finance calls it "professionele diesel" in Dutch and "diesel professionnel" in French. The legal basis is art. 429 of the programme law of 2004-12-27, in the consolidated text on Justel .

The amount is fixed per 1000 litres and it falls every year: EUR 193.50 from 2024-01-01, EUR 192.40 from 2025-01-01 and EUR 191.30 from 2026-01-01. A 600 litre fill therefore returns about EUR 114.78 (0.6 x EUR 191.30). The law text does not state an amount for 2027, so check Justel before you budget beyond 2026.

To qualify, the vehicle or combination must have a maximum authorised mass of 7.5 t or more and be used exclusively for road goods transport. Both own-account and hire-and-reward carriage count. Hauliers established in other EU member states can claim too, according to point 8 of the FPS Finance handbook . They use a separate online application called PDIE 2.

How does a haulier apply for the professional diesel refund?

First, register with FPS Finance. The law requires registration before the refund request, and only deliveries made after registration qualify. Second, buy fuel against proper invoices. Third, file the request online through the PDIE application, or PDIE 2 for end users in other EU states.

The invoice carries the proof. For fuel bought at a station it must show the delivery date, the station address, the type and quantity of fuel, the total price and the plate number of the vehicle. An invoice issued after a cash payment gives no right to a refund.

The request must reach FPS Finance within three years of the validation date of the declaration for consumption. For national end users the handbook sets a payment target of 20 working days after receipt, unless the file is incomplete or selected for checks.
