What is closed on the Brenner A13, and for how long

The B182 and L38 are closed for transit traffic across the same hours. For heavy commercial vehicles the IRU flash bulletin confirms that the demonstration on the A13 carriageway near Matrei am Brenner removes any local alternative, because Tirol authorities will simultaneously block the lower-rank road network to keep emergency lanes open. ASFINAG’s published forecast, reported by Verkehrsrundschau , is that more than 32,000 vehicles will be unable to cross on the day. According to ASFINAG annual traffic data, around 14 million vehicles use the Brenner route each year, making a single-day full stop unprecedented for this corridor.
Why HGV operators lose more than the published window

That means the southbound operator-impact window is 12 hours and the northbound 10 hours, rather than 8 hours on either side.
