Brent crude oil closed May 2026 around USD 92 per barrel — down roughly 19% for the month, its steepest decline since 2020 — after US and Iranian negotiators reached a tentative agreement to extend a ceasefire and reopen the Strait of Hormuz. For European road freight operators who have spent twelve weeks absorbing fuel costs that peaked above USD 110 per barrel, the move is meaningful but not yet relief at the pump.

What happened and why crude fell

On 2026-05-27, oil fell more than 5% after US Secretary of State Marco Rubio said Washington would give Iran talks “every chance to succeed.” By 2026-05-28, reports confirmed that US and Iranian negotiators had settled on the broad terms of a 60-day memorandum of understanding that would require Iran to clear mines from the strait and allow free passage for tankers in exchange for a partial lifting of sanctions. President Donald Trump had not yet formally approved the agreement as of 2026-05-29. Global oil markets fell about 20% from their 2026 peak on the news, reflecting the weight the strait closure had placed on energy supply since February.

The IEA’s May 2026 Oil Market Report quantifies the disruption: global oil supply fell a further 1.8 million barrels per day in April, pushing cumulative losses since February to 12.8 million barrels per day — a figure the IEA calls an unprecedented supply shock. The IRU’s fuel briefing warns that pump prices lag crude movements by 1–4 weeks and that a cluster of EU fiscal-cliff decisions — including Germany’s EUR 0.14 per litre excise cut (running through 2026-06-30) and Italy’s EUR 0.244 per litre cut — face renewal between 2026-05-31 and 2026-06-07. A lapse in any package would immediately reverse recent pump-price relief.

On freight rates, the IRU-Upply-Ti Q1 2026 benchmark recorded contract rates at 140.1 index points (up 8.9 points year on year) while spot rates slipped to 132.3. The European Commission's Spring 2026 Economic Forecast , published 2026-05-21, cuts eurozone GDP growth to 0.9% and lifts inflation to 3.0%, meaning demand pressure on freight volumes will persist even if fuel costs ease.

What operators should watch before June

Two risks remain live. First, AdBlue — the urea-based exhaust additive mandatory in all diesel trucks — is largely Middle Eastern in origin, and supply disruption persists as long as Hormuz flows stay below pre-war levels. Second, diesel shortages are already physical in France: the IRU recorded 447 stations with a full outage on 2026-05-21, 5% of monitored sites and double the rate from three days earlier. Hungarian energy sector operators have reported uncertain replenishment timelines amid ongoing supply pressure. Operators routing through France or Hungary should plan refuelling stops carefully for June.

The Strait of Hormuz remains physically mined. Maritime shipping analysts note that mine-clearing operations and infrastructure repair will take several weeks even after a formal deal is signed, and as of 2026-05-29 there is no confirmed improvement in vessel traffic. Operators on spot arrangements may see modest pump-price relief by mid-June; those who locked in fuel surcharges at May peak levels should expect recalibration at the next contract review.
