From 1 July 2026, vans and light commercial vehicles (LCVs) with a maximum authorised mass (MAM) of 2.5-3.5 tonnes must carry a second-generation smart tachograph (G2V2) when crossing an EU border for hire-or-reward transport or cabotage. Exemptions exist for domestic trips and qualifying own-account operators.
The MAM threshold applies to the vehicle and any trailer combined. A van weighing 2.4 tonnes towing a trailer that pushes the total past 2.5 tonnes is in scope. Own-account exemptions are defined under Regulation (EC) No 561/2006 Article 3(ha), as amended by Regulation (EU) 2020/1054.
Which vans are in scope from 1 July 2026?
A van falls under the new obligation when its combined MAM (with any trailer) exceeds 2.5 tonnes and does not exceed 3.5 tonnes, the journey crosses at least one EU border, and the transport is for hire or reward or constitutes cabotage. Own-account operators are also in scope unless they satisfy the three-part exemption below.

What exemptions apply - and does domestic own-account transport count?
The own-account exemption under Article 3(ha) requires three conditions simultaneously: transport is not for hire or reward; goods belong to the operator's own business; and driving is not the driver's primary job. Remove any one condition and the exemption falls away.
Purely domestic transport is outside the scope regardless of cargo type. The obligation is triggered by the international or cabotage character of the journey, not by vehicle weight alone.
An IRU survey from May 2026 found that 88% of affected cross-border vans were still unequipped, with only 27.7% of operators reporting readiness. Which tachograph model must you fit?
The only accepted device for the July 2026 LCV obligation is a G2V2 smart tachograph (Smart Tacho 2 or DTCO 4.1a-equivalent). First-generation digital and analogue units do not satisfy the requirement. Installation must be carried out by an approved workshop.

If the combined MAM exceeds 3.5 tonnes, the combination is treated as an HGV under pre-existing rules, not the new LCV extension. A tachograph is still required under those prior rules - ensure the device matches the applicable weight category.
What happens if my van is not fitted with a tachograph by 1 July 2026?
Operating an in-scope LCV without a G2V2 on international or cabotage runs is a direct infringement of Regulation (EU) 165/2014. Enforcement officers can immobilise the vehicle. National fine schedules vary; ROADPOL enforcement data shows tachograph penalties exceeding EUR 3,000 per inspection in several member states. Workshop backlogs are not a regulatory defence.
Are UK-registered vans doing EU runs covered?
Yes.
