Diesel in France averages EUR 2.37 per litre including taxes in the European Commission Weekly Oil Bulletin updated 2026-11-05, against an EU average of EUR 2.10. Hauliers with goods vehicles of 7.5 t and over can claim back part of the excise (ex-TICPE): EUR 15.56 per hectolitre from 2026-01-01, about 15.6 cents per litre.

How much does diesel cost in France compared with Germany and Spain?

The bulletin, updated every Thursday, lists an average price including taxes for each member state. This is a national weekly average, not a pump price, so a station on your route will charge more or less. The France fuel page shows the latest edition.

France2.37
Germany2.28
Spain1.90
EU average2.10

French diesel sits 27 cents above the EU average, 9 cents above Germany and 47 cents above Spain. On a 600 litre fill, the gap to Spain comes to about EUR 282, although that compares two national averages and not two pumps. The refund described below is paid back afterwards on claims, so the pump price is the full price. The Spanish diesel average is the lowest of the countries in the table, and our diesel price guide for Europe covers every country.

What is the TICPE refund for trucks, and how much is it?

The refund returns part of the excise on diesel used by road vehicles of 7.5 t and over that carry goods. The duty, formerly TICPE, is now called accise sur les produits pétroliers. The legal basis is article L.312-53 of the CIBS, and the rate is EUR 15.56 per hectolitre from 2026-01-01, or EUR 14.21 in Corsica, according to the impots.gouv.fr refund page modified 2026-02-11. The page cites fuel bought in mainland France.

A 600 litre fill is 6 hectolitres, so it gives back about EUR 93 (6 x EUR 15.56). Two things changed on 2026-01-01. The Île-de-France rate, which was EUR 17.45 in 2025, now matches the EUR 15.56 rate of the other regions, and the weighted flat rate was abolished.

The claim route changed as well. The tax authority (DGFiP) handles claims for consumption from 2025, and customs only handle consumption up to 2024-12-31. French hauliers claim on the VAT return with annex 3310-TIC, monthly, quarterly or annually depending on their VAT regime.

Can a foreign haulier claim the French diesel refund?

Yes. Hauliers established in other EU countries may apply for a partial refund of excise paid at the full rate, according to the impots.gouv.fr page for non-resident businesses . The same page says the substantive conditions remain unchanged.

Applications go through demarche.numerique.gouv.fr and are handled by the Non-Residents Tax Directorate VAT refund department. Prepare your bank details and the vehicle registration certificate, along with the fuel purchase invoices. Check the impots.gouv.fr page for the current status of the online service before you file.
