The commercial logic is that private capacity along the main corridors already exists but is invisible to dispatchers, so it goes unused while public rest areas overflow. A toll rebate would fill that capacity and, over time, make new private investment worth building. Political representatives at the summit signalled openness to the concept, though no draft rule has been tabled.
Why the German parking gap is not closing
The federal operator Autobahn GmbH puts current capacity, as of 2026, at around 84,500 HGV spaces , spread across roughly 1,900 rest areas and private Autohoefe near the motorway network. The federal budget allocates 100 million EUR per year to rest-area construction and expansion, with about 170 projects due to be in construction or planning by the end of 2030.
