What are the exemptions from the Germany truck driving ban?

Several categories are exempt by law without a special permit. Trucks carrying fresh perishable food — meat, fish, dairy, and fresh fruit and vegetables — are exempt from both the Sunday/holiday ban and the summer Saturday ban.

Combined transport operations are exempt when the truck is the pre- or on-carriage leg of a rail or short-sea shipping chain. The qualifying radius is 200 km from a rail loading or unloading terminal (with a valid CIM or UIRR waybill) or 150 km from a sea or inland port. The paperwork must be on board and available for inspection.
