ICS2 road freight: EU completes final rollout June 2026

On 2026-06-01 Croatia, Latvia, Poland, Romania and Slovakia shut down ICS1 for road freight, completing the EU ICS2 rollout — no grace period applies.

On 2026-06-01 the European Union completes the final road-transport phase of its Import Control System 2 (ICS2), when Croatia, Latvia, Poland, Romania and Slovakia switch off the legacy ICS1 system. From that date the old system is fully decommissioned for road across every member state, so any vehicle entering or transiting those five markets must file an accepted Entry Summary Declaration under ICS2 before it reaches the border. The change matters because there is no grace period: a missing or rejected declaration does not earn a warning, it stops the truck — as the World Road Transport Organisation, IRU, has confirmed in its operator guidance .

What changes on 2026-06-01 and where

ICS2 is the EU customs pre-arrival security and safety programme. For road freight it requires detailed shipment data to be submitted and accepted before the vehicle arrives at the first customs office of entry, so that authorities can run advance risk analysis. The five-state wave on 2026-06-01 is the last step in a staggered timetable.

Most of the network moved earlier: Ireland, Spain, France, Italy, Lithuania, Hungary, Finland, Greece and Bulgaria switched to ICS2 for road movements on 2026-01-01 , while Austria, Germany and Denmark have used it since autumn 2025 . After 2026-06-01 the remaining derogations end and ICS1 is gone for road. The European Commission sets out the full scope and obligations on its Import Control System 2 customs portal , and the freight forwarding association CLECAT has described the rollout as entering a critical phase for road operators .

Why carriers carry the filing burden

For road transport, single filing remains mandatory. That means the carrier, or an agent it appoints, is solely responsible for gathering all the required data from the shipper and consignee and submitting one comprehensive declaration for the whole vehicle.

The multiple-filing option that already exists for air and maritime freight, which lets different parties submit their own portions of the data, is not yet available for road and is expected only in the second half of 2026 . IRU is supporting operator readiness through guidance, training and practical tools such as TIR-EPD, and has secured progress on that future multiple-filing capability. Until it lands, the practical effect is that hauliers and their customs agents own the whole declaration, and incomplete data from a single partner can hold up an entire load. The operational risk at land borders

The concern across the sector is less about the rule itself and more about capacity. Each consignment needs its own Entry Summary Declaration (ENS) filing, and that declaration must be accepted before arrival, not at the barrier. Land borders have far less physical room than seaports and airports, so even a handful of trucks held for missing or rejected data can build a queue quickly.

CLECAT has also flagged the gap between the ICS2 timetable and the rollout of the New Computerised Transit System (NCTS6), warning that where the newer transit system is not yet live, operators may end up filing the same data more than once.
