Is the temporary excise cut the same as the haulier restitution?
No. They are two separate measures. The temporary excise cut under Law 162/2026 lowers the excise charged on diesel for everyone who buys it. It stood at 25 percent through October 2026, and the Ministry of Finance resets the step every two weeks. The crisis period now runs to 2027-01-31, as explained in our post on the excise cut extension .
The restitution is a state aid scheme set by HG 1094/2025 . The Ministry of Finance provides the aid and the Romanian Road Authority (ARR) runs it. It refunds the gap between standard and reduced excise to eligible hauliers.
The two interact. Because the cut already lowers what a haulier pays at the pump, the refund shrinks while it runs. The ARR scheme page lists 85 bani per litre for diesel bought from 2026-04-01 to 2026-12-31, and, citing HG 690/2026, 71, 57 or 43 bani at a 15, 20 or 25 percent cut. A leu has 100 bani, so 85 bani is RON 0.85 per litre. On a 600 litre fill that is RON 510, and at 43 bani it is RON 258.
Who can claim the restitution, and how?
Eligibility has two parts, the operator and the vehicle. The operator must hold a Romanian community licence, or the certificate for own-account transport. The vehicle must have a maximum authorised gross weight of at least 7.5 t and be designed exclusively for road goods transport. Hauliers licensed in other countries are not covered, because the scheme is for operators licensed in Romania.
The claim follows a fixed rhythm. First, file one application per calendar quarter with ARR through its online system. Second, submit it within the first 30 days of the following quarter. Third, for fuel bought at stations, attach the purchase invoices with a summary list per vehicle.
The invoice annexes need the station, the date, the vehicle registration number, the fuel card or tag number, the litres per vehicle and the odometer reading.
