Under TollRo, Romania's distance-based truck toll collected by CNAIR since 1 October 2026, vehicles over 3.5 tonnes pay between RON 0.08 and RON 0.62 per kilometre. A Euro VI truck of 12 tonnes or more pays RON 0.48 per kilometre on motorways and expressways, or RON 0.24 on national roads.

How much does TollRo cost per kilometre?

The per-kilometre rate depends on three factors set out in Ministry of Transport and Infrastructure Order 1925/2025: the vehicle's maximum authorised mass, its Euro emissions class, and the type of road used. Heavier vehicles and older, more polluting Euro classes pay more per kilometre, following the same polluter-pays principle behind the EU Eurovignette Directive . For a 12 tonne or heavier truck on a motorway or expressway, the rate runs from RON 0.48 per kilometre for a Euro VI vehicle, the newest and lowest-emission engine standard, up to RON 0.62 per kilometre for Euro III or older, higher-emission engines, according to the rate schedule published by CNAIR (Compania Nationala de Administrare a Infrastructurii Rutiere, Romania's national road authority), as reported by mediafax.ro .

Which vehicles and roads does TollRo apply to, and how do you pay?

TollRo applies to freight vehicles with a maximum authorised mass above 3.5 tonnes travelling on motorways, expressways, European routes, and national roads outside municipal boundaries. Vehicles up to 3.5 tonnes, including vans, cars and buses, continue paying the existing flat-rate rovinieta instead of the distance-based charge. Payment runs through SETRE, CNAIR's electronic tolling network, in one of two ways. Frequent users fit an on-board unit through a SETRE-registered provider, which tracks kilometres and bills monthly. Occasional users buy a single-trip route ticket through CNAIR's web portal or mobile application before entering the tolled network, which suits a one-off Romanian leg better than a monthly OBU contract.

Frequently asked questions

Do vehicles under 3.5 tonnes pay TollRo?

No. Vans, cars and buses up to 3.5 tonnes keep paying the existing rovinieta, a flat-rate, time-based vignette. Only freight vehicles above that weight threshold move to the distance-based TollRo charge.

Is TollRo the same as the rovinieta?

No. The rovinieta is a flat annual, monthly or weekly fee regardless of distance driven. TollRo charges per kilometre actually travelled, with the rate also varying by the vehicle's Euro emissions class and the road type used.

How is the TollRo rate calculated?

CNAIR multiplies the kilometres travelled on the tolled network by a per-kilometre rate set in Order 1925/2025. That rate depends on the vehicle's weight category, its Euro emissions class, and whether the road is a motorway or expressway versus a national road outside a town or city.

What happens if a truck does not pay TollRo?

A truck running on the tolled network without an active on-board unit or a valid route ticket is liable for a fine under the same order. CNAIR enforces payment through a network of fixed and mobile automatic number-plate recognition cameras positioned across the tolled motorway, expressway and national road network, so non-payment is detected automatically rather than through roadside checks alone.
