UK Border Force has set a UK ENS deadline of 2026-09-30 for carriers and their intermediaries to correct recurring errors in Entry Summary Declarations (ENS) for freight entering Great Britain. The International Road Transport Union (IRU) passed the warning to European operators on 2026-09-16, confirming that UK Border Force has reinforced its compliance focus on accompanied roll-on/roll-off and Channel Tunnel road traffic since 2026-09-01. Declarations still carrying the same faults after the end of September can lead to customs civil penalties and additional checks at the border.

Two data fields are behind most of the errors

UK Border Force's reinforced ENS compliance focus targets systemic non-compliance in two fields: the identity of the means of transport crossing the border, and the container or trailer number. The IRU confirmed the scope on 2026-09-16 , naming accompanied roll-on/roll-off and Channel Tunnel road movements as the traffic under scrutiny. On both, the first field must carry the registration number of the tractor unit, entered without spaces or special characters.

Real-world ENS filings routinely fall short of that standard. trans.info's reporting on the compliance notice describes generic placeholders such as "Truck" , the trailer plate entered where the tractor plate belongs, both plates squeezed into a single field, and registrations left untouched after a late unit swap. The second field must hold the correct unique trailer or container number, and where a container travels on a trailer, the container number takes precedence over the trailer plate.

Who lodges the ENS, and how early

Responsibility for lodging the ENS depends on how the trailer crosses the border. HMRC guidance is explicit that on accompanied roll-on/roll-off freight and on Eurotunnel movements the carrier is responsible for lodging the declaration , while on unaccompanied roll-on/roll-off the duty sits with the ferry operator. A carrier can appoint a forwarder or a customs agent to file, but the legal duty to ensure a declaration exists stays with the carrier.

ENS filing deadlines are fixed under HMRC's Safety and Security GB rules : accompanied roll-on/roll-off freight needs the ENS at least 2 hours before arrival, and road freight through the Channel Tunnel needs it at least 1 hour before arrival at the Coquelles terminal in France. ENS has been compulsory on every movement from the EU into Great Britain since 2025-01-31 , filed through the Safety and Security GB system against a GB Economic Operator Registration and Identification (EORI) number and confirmed by a Movement Reference Number.

A declaration can be amended at any point before the goods reach the border, so a late change of unit is fixable if the traffic office learns about it in time.

What to fix before the UK ENS deadline

Almost none of the ENS declaration errors happen at the border itself. They are produced upstream, in planning and dispatch, which makes this a data-discipline task rather than a customs one. The practical review is short: check what your transport management system writes into the two fields by default, and remove any placeholder values. Make sure the tractor plate and the trailer number go to separate fields, and treat every unit swap as a trigger to amend the declaration rather than a detail to sort out on arrival.

Unresolved ENS errors carry a quantified penalty. The Customs Safety and Security (Penalty) Regulations 2019 set a maximum civil penalty of 1,000 GBP where an entry summary declaration does not contain the particulars needed for safety and security risk analysis. HMRC says enforcement can also mean goods held at the border for further checks. Operators that have already received a warning letter or a penalty are not covered by the 2026-09-30 window at all, and must work to the timeframe they were given.
