How much is the Italian excise refund for trucks, and who can claim it?
The refund is the ordinary diesel excise minus the fixed commercial rate of EUR 403.22 per 1000 litres, according to the ADM note of 2026-09-30 . At the full ordinary rate of EUR 672.90 that leaves EUR 269.68 per 1000 litres, about 27 cents per litre, or about EUR 161.81 on a 600 litre fill.
Temporary excise cuts shrink the refund because the commercial rate stays fixed. In Q3 2026 the amount ranged from EUR 129.68 to EUR 269.68 per 1000 litres depending on the dates. The Q4 2026 amount is not yet published in an ADM note. Each quarter has its own ADM note, so check the ADM quarter page before you budget.
The refund covers goods transport with vehicles of 7.5 t and over. Eligible claimants are hauliers on the albo nazionale degli autotrasportatori (the national register of road hauliers) and own-account operators holding the licence, plus EU hauliers established in other member states. Diesel used by Euro 4 or lower vehicles has been excluded since 2021-01-01, so only Euro 5 and above qualify.
How do you claim the refund each quarter?
Hauliers file a declaration each quarter after each quarter ends. The Q3 2026 window ran from 2026-10-01 to 2026-11-02, and later windows are set in the ADM note for each quarter. The credit is used as an F24 offset under tax code 6740 or paid as cash.
Since 2026-10-01, a declaration that claims the credit by offset must go through the ADM electronic service E.D.I., under D.L. 63/2026. PEC (certified email) and paper no longer work for offset claims, while cash refund claims keep PEC. The vehicle plate must appear on the electronic invoice for fuel bought at road stations.
